To the original question: For metatraits in general, such as racial templates or bionic eyes, I count the NET cost toward the limit for individual disads, if the net is negative. In the case you raised, that would mean -1 toward your limit of -30.
To the ancillary question: Yes, mechanical eyes should have drawbacks relative to real eyes in order to qualify for a disad. Sensitivity to electrical surges and microwave ovens certainly qualifies, as does a maintenance requirement. The maintenance need not be especially complex, for if it must be done with the eyes removed or otherwise offline, then the owner cannot do it himself. -GEF |
