Ostensibly is the key word here. As long as there's some hidden cost, the higher the better, I'd say they're in the clear.

Absolutely! My favorite In Nomine PC, a Mercurian of Destiny with the role-name Kevin Ryder, found himself having to infiltrate a YWCA shelter at one point to pull off a long-odds Redemption... a job for which his preferred vessel was highly unsuitable. So I talked with the GM, spent some saved character points, and arranged for Yves to "reactivate" a vessel Kevin hadn't used in a couple of centuries, for which some light documentation was quickly arranged.

And thus did Jenny Gladwyn, broke college student, first make the scene.

In that same campaign, my Kyriotate has taken shameless advantage of the Kyriotate of Eli attunement and the Kyrio resonance to maintain a number of short and long term identities that persist across Vessels, two of whom even have documentation to back their existence up, although it's often not directly available. (One is a real person and favored host, whose face Jesher often uses even when it's not in his body, and the other is the result of some CP and favors owed by Destiny and Lightning.)
