I don't see a big problem with allowing Duplicate to copy a loaded gun. Created or Duplicated bullets aren't going to be much good anyway. Your best bet is to have real ammo on hand to load your new gun with.

My point is that it's silly to take the gun safety rules as a literal description of how firearms behave in the real world. You don't even do that when you are following them; it's basically a figure of speech. If it was literal then you'd never actually load a weapon, or be able to "Unload. Show Clear." I'm objecting to taking a figure of speech literally and expecting sensible results.

I've always used just used Cornucopia based on the cost of the loaded weapon.

I don't have a problem with Duplicate including bullets with a gun, gasoline with a car, or ink with a pen or printer. IMO, the spell should produce an object which is just as functional as the original, and as long as the core object remains in contact with a living thing, the bullets, exhaust fumes, or writing produced exist at least as long as the Duplicated object does.

I would argue that "container of X" is not Duplicatable, any more than "fistful of dollars" or "trunkful of guns" is.
I'm OK with that -- if pure economic mayhem is a concern, there are much more worrisome spells out there. Create Fuel at TL7 produces a pound of uranium for 7 energy from a rock, and is truly permanent. The magic bullet vendor isn't a campaign breaker the same way.
