Not quite. The guy I'm talking about certainly existed, there are dates for his death and birth, and swords he forged survive to this day.

Muramasa would've been (almost?) TL4 and have Bloodlust (Or Reputation for it)

Didn't Ibn Battuta survive a few shipwrecks, the plague and basically arrive at just the right time prior/after tumultuous events in his ports of destination quite often? (Although that's probably Serendipity)

What gets called luck in the real world is more usually Serendipity than Luck in GURPS. Luck is a decent model for having done extraordinarily dangerous things again and again and never suffered harsh consequences, but Serendipity covers having been in the right place at the right time often.
That said, I think that Walrus has the right of it.
