430: If I am a Houri (an early D&D character class that does magic about charm and seduction) and I see some unknown human wizards looking worried in the middle of a tavern brawl, and trying to stay out of it, a psionic blast is not a good way to calm them down.

431: If my demons always create businesses out of thin air for their schemes, my party of Magical Girls will get suspicious of any new shop suddenly popping up after a while.
432: That doesn't justify me deciding my demons start funding a random nobody and not setting a scheme in his shop so he sets up a shop just to get the Magical Girls to snoop around and get accused of burglary as they look for evidence of foul play that doesn't exist, which of course was the demons' plan.

Wrong, that is completely justified.

Antagonists shouldn't be limited to all plan A all of the time. Given their MO it is a perfectly logical evolution of their tactics. Actually it sounds like this was the plan all along when they created the other fronts, and you know what its as pretty good one.

Agreed. The best villains are those that win at least some of the time.
