Default limitations and basic attributes?

can you put limitations on your basic attributes?

You can do anything you want, or your GM allows.

Give an example of what you mean.

a locket that gives me abilities included boosted basic atributes sort of like Thor's hammer from marvel in the early days

Yes, you can put limitations on basic attributes.
For example; you treat Strength as a leveled advantage that costs 10 points per level, you then apply the limitations and enhancements as you would normally for any other advantage.

IIRC there's some talk, either in GURPS Characters or (more likely) in GURPS Powers, about the problems this can cause, but it's not in principle a failed idea.

Dungeon Fantasy even uses limited ST for the barbarian power-up Great Rage (GURPS Dungeon Fantasy 11: Power-Ups, p. 19). Again, if the players are given free rein of limited attributes, it can cause issues, but as a GM controlled thing it can work without issues. Of course, caveat emptor.

It'd be simpler if it just gave Limited Strking ST and Lifting ST.

It's more interesting to examene a case of a Limited IQ or DX bonus.

Great Rage specifically gives you HP. The limitations are Size (-10%) and costs Fatigue -10 (-50%).

Also, you can canonically buy increased DX with the No Fine Manipulators limitation, so there's your DX case.

I'm fond of Extra ST (Chi or Magic) to represent inhumanly strong martial arts masters or arcanely powered mystic knights who lose their strength if they don't keep up on the Chi rituals or enter a no-mana zone, respectively.
