It seems like the best model for that would be the Jobs rules.

In general I'd just require the character pay for the mean result (meaning the cost will vary with your skill), maybe with an additional small discount for being based on skill. e.g. you have skill 15 and income is 1% per degree of success; average result is success by 4.5, so we'll call it 4 points (rounding down for the based on skill part).

Playing the stock market every month by making a monthly roll to determine income... that's a job roll.

Both B499 and B293 assume that jobs are normally 'full-time'.

Requires (Skill) Roll from GURPS Power-Ups 8: Limitations p.17 would cover the need for the skill roll.

GURPS Creatures of the Night Vol. 1 p.4 has the Margin-Based optional rule, which sounds like what you are looking for. Normally It's for enhancements on the Affliction advantage, but I think it would fit in this case. It converts a flat effect to a margin based one for triple the cost of the enhancement.

Edit:
Variable Independent Income (Requires Skill roll, -10%, Margin-Based, x3) [3 points per level]
Each level of this ability grants 1% of starting wealth multiplied by the margin of success. Requires a monthly roll vs Market Analysis. A margin of 0 results in no income, a failure results in Debt equal to the margin of failure!
