Both B499 and B293 assume that jobs are normally 'full-time'.

Requires (Skill) Roll from GURPS Power-Ups 8: Limitations p.17 would cover the need for the skill roll.
GURPS Creatures of the Night Vol. 1 p.4 has the Margin-Based optional rule, which sounds like what you are looking for. Normally It's for enhancements on the Affliction advantage, but I think it would fit in this case. It converts a flat effect to a margin based one for triple the cost of the enhancement. Edit: Variable Independent Income (Requires Skill roll, -10%, Margin-Based, x3) [3 points per level] Each level of this ability grants 1% of starting wealth multiplied by the margin of success. Requires a monthly roll vs Market Analysis. A margin of 0 results in no income, a failure results in Debt equal to the margin of failure!
