Don’t know about US availability but here they sell several sizes of fine masking tape specifically for model painting. It’s just sticky enough to hold on plastic while you paint but not so sticky as to leave glue blobs when you peel it off.

I forget the brand name of the masking tape, made from a kind of rice paper in a variety of widths -- Nichiban?

You're probably thinking of something like this - https://modelingmadness.com/scott/accessories/washi.htm

Tamiya 'Kabuki' tape is easily available in Japan and the US, but while it does work well, it is pretty expensive and not opaque. Which can matter, like when making a clear canopy or something similar.
