Default Modeling Flyboard Style Flight

I'm trying to figure out how I would model Flyboard Style Flight (if, indeed, it would be modeled with flight.) This is for a character who has a power that allows them to mimic the effects of a flyboard. Anyone have any ideas?

EDIT: As far as I can tell it's like... flight (controlled gliding, low cieling [10 ft]) but you have a permanent, built in, updraft. (EDIT again: the updraft only lasts as long as you're hovering.)

Are you talking the water-based Flyboards, or the Flyboard Air? The former has a penalty for making stealth impossible but is basically Flight with a ceiling (albeit possibly too tall of one to give a discount) and Environmental for needing to be over or near water. The latter is the same, but without the Environmental - the difference between Flight and "Controlled Gliding with built-in updraft" is the speed, and I don't think either Flyboard is as slow as running (roughly where Controlled Gliding would get you).
