Dungeon Portals clarification

Based on this ruling, cards retrieved from discard to your hand (for instance, with Wand of Dowsing) are considered "face down."

Portals have special rules about being drawn face down, that being that they can be revealed and played immediately. (I'm reading this from the Munchkin 6 rules, here.) Does that apply when retrieved? (Or does it only apply when drawn from the door deck?)
