Default Cosmic: No Flesh Wounds

In a campaign that uses the "Flesh Wounds" rule from Basic Set p.417, and all major NPCs have one or two Impulse Points to burn, what would be a fair enhancement cost for an attack that couldn't be mitigated by this rule?

I know you could do it with an "Ignores Rule" perk, but that's not what I'm interested in.

Probably 50%. You're only breaking one rule, and it's an optional one, at that.

My instinct is +150% - it's an attack that bypasses a defence.

This is already covered by Privileged Attack: "As well, no one can buy success or use player guidance (p. B347), non-Cosmic Serendipity, or similar tricks to interfere with or mitigate the use of your ability." Buying a Flesh Wound is definitely a "similar trick"; basically, if PU: Enhancements had come out after PU: Impulse Buys, Privileged Attack would have explicitly called out that you can't use Impulse Buys tricks against the attack.

Not everyone finds them funny, so it wouldn't be a Cosmic Comic source.

I dislike the Perk idea. That's wildly overpowered. Also the Perk would apply to the character as a whole, wherea sthe Enhancement would apply to a single Innate Attack, possible one that's part of a larger AA or MA structure.

But whether it should be +50% or +150% or even +300%, I have no idea.
