Yeah, that's fair. Needs to be anchored by default, +10% for being able to float in the air but not moving, and +20% for floating in the air and drifting with whatever appropriate phenomena - that sounds reasonable. Hmm. Maybe +5% for needing to
start touching something, but it's not actually anchored, and can be pushed over onto someone?
