What you're describing isn't a lack of Fine Manipulators. That's ST that doesn't work under certain circumstances. "+x ST, not when making a slam with a weapon; +x ST, not for lifting with the arms" aren't much different than "+X ST, only at Night" or "+X ST, only while wearing spandex and a cape."

Well, no, what it has at that exact moment is One Leg with the mitigator
"only when using the leg as an arm"
and the disadvantage One Arm with the mitigator "
only when using the arm as a leg." Then there are times when it has No Legs with the mitigator "
only when using its legs as arms". That's an overly complicated build, so it's all wrapped up into one disadvantage called "
Foot manipulators."

The whole point of that build is that the prosthetic arm itself suffers from the Electrical disadvantage, and to represent that you can use the TD limitation. So while the guy may not personally suffer from Electrical, the arm does which does inconvenience the guy at times.
Mind you, I don't like how split ST was handled in 4e, but calling it TD: No Fine Manipulators is a misnomer.
