The most obvious (to me) answer is a secret Song (Probably a variant of Corporeal or Celestial Dreams) known only to a few powerful entities(Othin and Papa Legba are both strong candidates for knowing a Song like that; so is Yves.)

It took a Secret Song to get you here. That's major firepower, and the connections to know the Song in the first place.

'The Oracle' just dropped Peace in the Universe as something she can deliver. Yet her ethereal--or who she appears to be--is twenty years old at best.

Vato the Kobalite is low enough on that food chain to get stuck supervising the stupid ones. Granted he is powerful, but...surely Corat has crossed bigger demons? Bigger grudges? Much bigger, dissonance-pushing grudges?

How did the ethereals connect him with that particular demon?

Why meet in the ether, where Ryuki's danger sense/sense of a demon's size is completely blunted?

If it's peace she wants, why did Chernobog--a nightmare god--send demonlings to burn down Musashi's old castle?

Why did your insane GM center all of this around Los Angeles?

Slowly getting my brain back on, watching some Fast & Furious, eating right more or less, figuring out when to ignore midriff cramps and when to take them very, very seriously.

This caught my eye, while searching 'seraphim' for a writer friend of mine.

Gabriel's Volcano is at the bottom tip of a "V" of mountain ranges. At the top ends of the "V" are Blandine's Tower of Dreams and Beleth's Tower of Nightmares. The volcano and the towers extend all the way from the ethereal plane "up" to the celestial plane.

I think there is a angelic defense line of sorts across the top of the "V" to try and keep the the ethereals out. Basically a line of stone cairns patrolled by angels. Don't know if it extends into Beleth's half.

Beyond the line is The Marches where there are all sorts of things. Anything you can think of is out there, and a lot of gray plains for the stuff no one has thought of yet. Realms* exist where ethereals live, including the lands of pagan gods and such.

Sorry for the delay. My laptop won't be fixed until Tuesday or Wednesday. I'm waiting for it because it's tough typing a long post on my tablet. I'm constantly fighting with the autocorrect. I also have to send a PM to the GM later to clarify a few things and ask for approvals on a couple of things.

Yeah, my typing speed is far slower on a phone than on a proper keyboard too. I could probably train my voice recognition, but I like my writing 'voice' better than my speaking 'voice'.
