The most obvious (to me) answer is a secret Song (Probably a variant of Corporeal or Celestial Dreams) known only to a few powerful entities(Othin and Papa Legba are both strong candidates for knowing a Song like that; so is Yves.)

It took a Secret Song to get you here. That's major firepower, and the connections to know the Song in the first place. 'The Oracle' just dropped Peace in the Universe as something she can deliver. Yet her ethereal--or who she appears to be--is twenty years old at best. Vato the Kobalite is low enough on that food chain to get stuck supervising the stupid ones. Granted he is powerful, but...surely Corat has crossed bigger demons? Bigger grudges? Much bigger, dissonance-pushing grudges? How did the ethereals connect him with that particular demon? Why meet in the ether, where Ryuki's danger sense/sense of a demon's size is completely blunted? If it's peace she wants, why did Chernobog--a nightmare god--send demonlings to burn down Musashi's old castle? Why did your insane GM center all of this around Los Angeles?

Sorry for the delay. My laptop won't be fixed until Tuesday or Wednesday. I'm waiting for it because it's tough typing a long post on my tablet. I'm constantly fighting with the autocorrect.
