Joel's purpose in life is simple: he is to create the celestial equivalent of an assault rifle.

There are a variety of ways to injury someone celestially, but they all have limitations. Some methods are slow, some are underpowered, many require far too close a contact - the list goes on, and no method is really truly satisfactory. If Heaven can find a way to create a weapon that can reliably kill a demon in celestial form, or even strip a Force at each shot, the War will be a long way towards being won. And, of course, should Hell find the way first, the Host will shortly thereafter be in serious trouble.

Hence Joel: he knows or knows of every common way to inflict celestial damage, including at least one method that is usually reserved for Servitors of Death. He serves as Lightning's head researcher in this particular field. While not the head administrator - the Seraph has very little in the way of bureaucratic expertise - Joel does not spend his entire time doing experiments. He is also responsible for examining captured literature by and reports about those of Heaven's rivals who are working on the same research topic. The Seraph more or less has to: he's unquestionably the expert in this field.

This expert status can be awkward, in fact. Joel will occasionally decide that a particular event requires a personal investigation, which means that he has to check it out himself. This alerts Jean and worries Laurence (the latter keeps a very close eye on Joel), as the Seraph is not particularly skilled as a fighter. Unfortunately, when a Seraph indicates that his job requires a hand's-on approach, there's little that one can do except assign him competent bodyguards and hope for the best. Fortunately for those bodyguards, Joel is a pleasant enough angel, with a sophisticated sense of humor and a real knack for mechanical engineering. Unfortunately, he's also absolutely fearless when it comes to doing his job...
