Not me. The PCs in my current campaign have DX+14, DX+13, DX+9, DX+9, and DX+7 in their primary weapon skills. That's in a campaign up around 700-800 points. I'd post a few stats, but at 700+ points -- not all for combat -- those PCs don't qualify. :) My players generally branch out into subsidiary combat skills (Brawling, Fast-Draw, Parry Missile Weapons, Shield, Thrown Weapon, Wrestling, etc.), cinematic skills (Breaking Blow, Power Blow, Zen Archery, etc.), and learnable combat advantages (Combat Reflexes, Enhanced Defenses, Trained by a Master, etc.) instead of pushing for DX+15 and DX+20, though.

Having DX+20 with a sword won't help you much if you're shot by an arrow, don't know Parry Missile Weapons, and have only DX in Shield. Or if you roll an 18, break or drop your sword, and are forced to wrestle. In a long-running campaign, this stuff happens often enough to make the other abilities worth having. In a munchie arena, though, you can hope that it won't matter.

Unfortunately this is a TL 3 scenario, and you didn't buy up your TL. You can't have a TL4 weapon...

Seems the arena gets a little crowded :-)

I'm going for the ally one. Perfect Munchkin!

but you can't have the x4 all the time... NPCs only. The question did not specifiy PC or NPC so you could have it.

Therefore you could have:

25% of starting points for 1pt have 10,000 (25pt guards) or 24pts, 15 or less = 72pts!

Spend the rest of the points on a bit of wealth, charisma and leadership. Infact you could be Wat Tyler.

Any chance we could see the character sheets for these guys? Im curious as to what a 700-800 point TL4 character looks like after having started from 100points

Does everybody remember to trade points for better equipment? In a 3e PBeM game, my barbarian has an extra fine quality axe (he thinks it's magical) as Signature Gear. And some spiffy armour is also pretty vital.
