You may want to look up the Mundanity advantage from IOU. While it's most certainly not balanced point wise for 4E, it should offer some ideas for how to approach this sort of ability.

Pretty much, though even superhumans without extreme weaknesses can be bullied into obeying mortal authorities. Even a deity may start to behave if their temples are torn down, their clergy executed, and their worshippers imprisoned, especially if they can only protect a couple of places at a time. Unkillable does not matter if everything and everyone you care about dies because of your actions.
