Theres's a reason why 'the best' real-life combat knives are not all the same types, but actually vary by what you want the knife for. The best cutting tool is not the same as the best weapon for stealthy sentry removal.
What if it was an award? Wells-fargo used to give custom shotguns to it's best escort riders.

Even so, the best possible balance is generally some configuration that sacrifices non-combat utility.

If given a choice, the best weapon (as per weapon statistics) is generally not one that doesn't look like a weapon. In general, an expert can tell the difference between a well-balanced weapon and a harmless tool.

Tool maybe, but no sturdy object is truly harmless.
