Default Aiming

There's a natural +1 (up to +2) for aiming after the first second with a weapon that has a single number (e.g. Acc 8) for an accuracy statistic right?

And the first +1 bonus from the scope gets added to the "main" accuracy at the same time as said main accuracy? (7+3 is actually 8 in the first second, and +1 two more times)

What's the point of a rifle with Acc 7+3 if I can just get a rifle with acc 8 that does the exact same thing? That is; 8 first turn, then +1, then +1 again.

Do the scopes not include that natural additional +1 for aiming after the first second?

Why didnt we just write it as; the first number is what you get in the first second, then the scope adds +1 each second after that? Its much more intuitive.

I've got players complaining that their +2 scopes basically do nothing and I have no answers for them.

The scope adds an additional +1 to each Aim, up to its maximum.
An Acc 8 rifle will get +8, then +9, then +10.
An Acc 7 rifle with a +3 scope will get +8, then +10, then +12.

An Accuracy 8+2 Rifle, gets +10 after 3 seconds of aim then? Ok that's as I thought it should have been.

Now about the inherent "+1 then +1 again" you get for aiming any kind of weapon:

8 and 8+2 are thus no different from each other.

What am I missing? Is the +2 from the scope have some sort of rules that basic 'further aiming' can't use or something?

You've been fooled by slightly tangled explanations. As I understand it, it works like this:

An Acc 8 rifle is +8 after one second of aim, +9 after two, and +10 after three. That's as good as you get with it unless you use Precision Aiming.

An Acc 8+2 rifle goes +8 after one second. It gets +10 (8, plus one point of the scope's bonus, plus one for extra aiming time) after two seconds. It gets +12 (8, plus two points of the scope's bonus, plus two for extra aiming time) after three seconds.

An Acc 8+4 rifle is the same as the 8+2 for the first three seconds of aiming. It goes to +13 after the fourth second, for another point of scope bonus, and +14 after the fifth, for the fourth and final point of scope bonus.

The scope counts from the first Aim, you don't have to wait for the 2nd.

This all seems to be assuming a variable scope.

I'm not expert, but here's how I read these rules.

Firearm A: Acc 7+3
vs
Firearm B:Acc 8+2
(Assuming a variable-power scope - which is the default unless otherwise noted).

Turn 1 of Aim:
A: Acc=7+1 (for 1 turn of aim with a variable scope)
B: Acc=8+1

Turn 2 of Aim:
A: Acc=7+2 (for 2 turns of aim with a variable scope) +1 for a second Aim
B: Acc=8+2+1

Turn 3 of Aim:
A: Acc=7+3 (for 3 turns of aim with a variable scope) +2 for a third Aim
B: Acc=8+2+2 (The scope bonus maxes out at +2 after 2 turns of Aim)

Quite true. A fixed scope will only kick in after x seconds of Aiming, where x is its bonus.

2 rifles, one with Acc 7+3, one with Acc 8

Acc 8:
1 turn=+8
2 turns= +8+1(extra aim)=+9
3 turns= +9+2(extra aim)=+10

Acc 7+3
1 turn=+0
2 turns=+0
3 turns=+7(Acc)+3(Scope)+2(Extra aim)=+12

Variable Scope, still Acc 7+3
1 turn=+7+1(Scope)=+8
2 turns=+7(Acc)+2(Scope)+1(Extra aim)=+10
3 turns=+7(Acc)+3(Scope)+2(Extra aim)=+12

I don't think that's correct, The base Acc bonus is gained after 1 turn of Aim, and the Extra Aim bonus is gained for 2 and 3+ turns of Aim. On the Scope bonus is affected by being a 'Fixed Scope' as opposed to (the default) Variable Scope!
1 turn=+7(Acc)
2 turns=+7(Acc)+1(Extra Aim)=+8
3 turns=+7(Acc)+3(Scope)+2(Extra aim)=+12
