A duel monarchy which is always married. The Head of State is always female and the head of government is always male.

As corralary: 1. The head of state must reproduce or adopt a female successor.

2. Said successor must marry a male chosen by Parliament as Head of Government.

So when the government falls there's a new husband?

Never thought of that.

Maybe they divorce. Or maybe they execute him. Heck maybe she ceremonially pulls the lever herself when they execute him.

Or maybe it is more like a monarchy remaining in place that is not removed without violence. More like the old style ones then a modern glorified cultural minister. Kind of like a weaker shogun perhaps.

A world devoid of national boundaries but where nation-states still exist. Citizenship follows jus sanguinis rules unless a citizen applies to change citizenship to a different nation (usually as a result of marriage since there are legal problems associated with mixed marriages). Citizens must pay taxes to the nations and those taxes are used to pay for small and extremely mobile armed and investigatory forces which are used to respond to attacks on citizens. When investigation determines that a citizen of one nation has committed a crime against a citizen (or corporate entity) of another nation then a joint trial takes place with one judge from each nation plus a neutral judge.

In other words a whole world of Nuer? Actually that might be interesting enough once you work out the kinks.

If it is efficient enough that real property can be guarenteed, it may for all practical purposes be a world government. Indeed, so many mutual concessions, and ***-for-tats and reciprocities and liason arrangements and so on would have to be arranged that it is hard to distinguish this from a world government anyway.

I'm guessing you should spell that 'breast-for-tats' now? ^_^

Or it works for quite some time before breaking down in a very very nasty war.

Interestingly the Nuer managed to keep together with nothing worse then village vendettas. Of course village vendettas can be really nasty as note those writers note who calculate that a greater proportion of such societies can be lost in assassination exchanges then larger societies lose in large scale wars. This of course varies with the local mood.

In any event a lot of times organization is a response to external threat rather then crime.

The Nuer at least according to that guy who wrote the book on them had a fairly efficient judicial system. I took the analogy though because it seemed like an example of a society that harked primarily to kinship.

Some parts of the Middle East are also an analogy as are some Italian traditions. Usually there is either a predominate tribe, or a modern style state that theoretically acts as referee.

Rights and legal powers determined by geography; in different places, people have authority, or conversely, no or limited authority. Basically a clone of the Roman Pomerium.

Noice. Just filled a gap in an undefined aspect of one of my fantasy settings.
