I'm with you. The habit of US states of having their capitals somewhere other than their largest city is one of the things that foreigners find weird about the USA. Everyone just ignores it, and that doesn't seem to cause problems.

Less "habit" and more consequence of the way the US grew... it was a lot less (but just as much) organically than vastly older countries.

For instance Albany and Springfield were important cities when they were set as the capitols, mostly due to being trade hubs (inorganic choice). However, over time Chicago and New York eclipsed them as trade hubs due to their ports and manufacturing base (due to the closeness of the ports). (Also note, Springfield is very centrally located in Illinois, while Albany is closer to DC.)

State capitals are of only so-so importance in state politics. There's little reason foreigners should pay attention to them.

As for nuking them the Governor might be there or he might not. He could be travelling for a variety of reasons. The state legilature does meet there but at least half the time the state legislature is not in session.

Getting rid of either would have very, very little effect on the conduct of a nuclear war or even armed resistance to a post-nuke invasion if anyone thought they could pull one of those off.

It's msotly Air Force bases (and only some of those) and a few Navy ports that it would make sense to nuke and those are the targets that would meet the least moral (or even just squeamish) reluctance.

Well, it's a work in progress, so I can make edits to where the bombs/missiles hit (though I'm still having some targets on both sides surviving for the same reason, because it makes sense). Any other thoughts on it?

Nothing really objective, just matters of taste. I'd personally either start with the Shadowrun setting (full disclosure: I've already converted it) and work from there if I wanted 80s Cyberpunk with elves, orcs, and dwarves shoved in, or take the fantasy elements in a different but thematically-appropriate and self-consistent direction.

For example, maybe the nukes opened a Banestorm or similar rift to Faerieland, and the magic comes from there with aesthetics to match. Or to the dimension of Japanese folklore; Japanese stuff is freakin' huge in 80s Cyberpunk. You get the idea.

Regarding major cities, I'd just wipe the obvious bullseyes off the map and say that the new centers of population are the surviving small cities that rose to prominence for something enduring that is still of use post-semiapocalypse, like transportation hubs, and the ones positioned to receive and support the most refugees safely.
