I realise that I'd forgotten the Le Guin elements of Raygun-7. Basically, the colonial world is smouldering from the rage of the colonised. From the Canal Priests of Mars to the intellectual communities of Cairo and Beirut to the dock workers of Legoes to the bearers of the Venusian jungles, the colonised are becoming politicized. Empires are getting ready to fall.

Last night (2/2/2019) I watched The Giant Claw a not bad giant monster film with one of the gooniest looking giant monsters in films. Still, the problem is interesting.
On Rukh there is a infestation of giant predatory birds. Now, given the local year is 1960 and the tech level is seven if these were just gigantic predators then the problem would be keeping the birds from going extinct. However, these birds seem to be able to phase out of line with physical attacks. The birds, while gigantic, aren't as large as the bird in the film. They're about five times larger than Pelagornis and superficially similar in appearance. Or what scientists think pelagornis looked like. The birds seem to eat humans exclusively. They attack humans living at high altitudes, those living in mountains, those riding in planes, etc... How the birds get enough calories to live is a mystery. How such large birds fly is a mystery. How the birds phase out is a mystery. In the three years, the birds have been around, society has changed massively. Mountainous regions have been abandoned if possible. Land transport mainly by armoured trains. The upper levels of skyscrapers are abandoned and often taken down. Suburbs are being replaced with apartment complexes (the birds don't like attacking sea level houses, but they get hungry). Trade is down, but armoured convoys still maintain sea trade. This is a Q6 low mana world, or it was. Now that the birds are here the mana level seems to fluctuate from low to high with no discernable pattern either of duration or sequence. Both Homeline and the Cabal assume the birds are supernatural living beings, like dragons or unicorns. Centrum isn't interested in this world. Note: The birds can fly as fast as Mach 1.5. Again, where that get the energy is a mystery.

Speculation: They aren't just feeding on human bodies, their feeding on human magical potential, or something like that, much like the way human sacrifice works in some settings.
