Actually this raises a question I haven't considered before.

Shouldn't passing a fright check require a failed Intelligence roll?

No, because passing a Fright Check does not prevent one from choosing to scamper. The IQ roll is to remember to set the security system to "Only moderate overkill" as you do so.
