Hmmm... you're right and while the mysterious Consortium informed Raul that they were sending twelve shooters and they would require "AK or AR type rifles and 9mm handguns", Raul, while he hoped for a solution involving bribery, would have been aware that the most likely armed confrontation in Galveston would be an assassination. He had to plan for a full-scale assault on a vehicle in motion, hence the .50 BMG, but it wasn't what he was hoping for.

AR-15 Rifles

Edit: To be precise about the AR-15 type rifles, Carillo (the straw purchaser), could not find a dozen identical rifles in stock. He bought the two LWRCI IC-SPR rifles with ATN X-SIGHT-4K PRO SMRT HD D/N 3-14X optics as ordered, but could not find ten more of that rifle model or Colt LE6920 rifles. So he bought the four Colt LE6920 SOCOM rifles that he found in stock at the first store with Trijicon MRO Patrol reflex sights, four Bushmaster XM15 QRC rifles with Bushnell Mini Red Dot sights, and finished up with two DPMS Panther Oracle rifles with Vortex Razor Red Dot sights in another store.

Raul wanted fifty extra 30-rd Magpul PMAG magazines, but neither place has that many in stock. He gets 30 PMAGs and 20 Lancer L5AWM AR 30-rd magazines. As for ammunition in 5.56x45mm, Raul requested all the Hornady Critical Defense FTX 55 grain rounds available, which was a thousand rounds, which required the straw purchaser to improvise for the rest, yielding a 1000 round box of Federal XM M193 FMJ 55 grains. For the precision LWRCI IC-SPR rifles, Raul requested a case of 200 Barnes Bullets Precision Match OTM 69 grain rounds. The two LWRCI IC-SPR rifles get Bushnell Uncle Mikes - Discreet Firearms Large Case M16/AR-15 to carry them in, but the other ten rifles just come in shipping cases.

Game terms, these are civilian versions of the M4 rifle, functionally mostly identical to the Colt CAR-15A3 R6920 Government on HT p. 119, with a +1 skill for Reflex or red dot sights. They are using Fine-quality magazines, which means a one step increase in Reliability.

The two LWRCI IC-SPR are Fine (Accurate and Reliable) and have a +1 to +3 Acc scope with Night Vision somewhere between 3-5. Loaded with commercial Match ammo like the Barnes OTM, they have +1 Acc for a total of Acc 6 +(1-3). The Damage, whether by RAW GURPS or Douglas Cole style, comes up 5d pi, out to about 200 yards, pi- after that.

The Hornady Critical Defense ammo is Barrier-Blind JHP, 2d+9(0.5) pi+ in vanilla GURPS, but I plan to work up Douglas Cole style stats, which will probably yield slightly increased penetration and at least equally good wounding at short ranges. Edit: I'm calling it 2d+7 pi+ by Douglas Cole stats, out to 200 yards, pi- after 500 yards.

Precision Rifle in .308 Winchester

So, yeah, a nice precision rifle in 7.62x51mm and a decent day/night scope are absolutely things he might have bought. Rolled Tactics (Guerilla) and he succeeded, so yeah, they can have the nicest rifle/scope combination he found online at a Dallas gun store on the morning of December 28, 2018, so he could write down exactly what to buy for his straw purchaser.

Edit: Which shall be a LWRCI R.E.P.R. MkII in .308 Winchester with free-floating, cold hammer-forged, heavy-profile, spiral, fluted 20" barrel, Ultra muzzle brake, Geissele SSA-E two-stage trigger, Magpul PRS stock, Magpul MOE+ grip and an ATN Thor 384 HD thermal scope with 2-8x magnification. Comes with a 10-rd PMAG and can use the 20-rd PMAGs of which Raul asks his straw purchaser to buy six extra. Buys a case of Barnes Bullets Precision Match OTM .308 Winchester 175 grains, 200 rounds. Carries it out in a Blackhawk Long Gun Sniper Drag Bag.

In GURPS terms, it's a Fine (Accurate and Reliable) AR-10 type rifle, loaded with Match ball ammo, with a thermal scope that also gives +1 to +3 Acc. Acc 7+(1-3) and Dmg 7d pi by RAW, 7d pi+ by Douglas Cole style stats, out to around 200 yards.

Anti-Materiel Rifle

The aformentioned Barrett M82A1 CQ .50 BMG rifle mounts a Vortex Razor HD GEN II 3-18X50 FFP scope and an OSTI AN/PVS-22 UNS clip-on NVD optic. It's loaded with Hornady Match A-MAX rounds, Raul requesting a 100-rd case and a total of ten Barrett M82A1 10-rd magazines.

In game terms, it's an overpowered, unfair, PC-killing beast. Realistically, it's debatable whether shortening a rifle barrel down from ridiculous to typical rifle lengths should reduce Acc, but even if we do so, the Hornady Match A-Max rounds are famously accurate in this rifle and the performance of rifle and round together absolutely justifies rounding up to Acc 7, especially if we give normal Fine rifles with commercial Match ammunition that Acc.

So, Acc 7+(1-4), with Night Vision of 8-9 (the older and far inferior Insight AN/PVS-14 clip-on night sight is given Night Vision 7 in Tactical Shooting p. 63). The Damage is 11d+1 pi+ in RAW GURPS, Douglas Cole style stats will increase Dmg slightly for heavier bullets than the 647 grain ball and increase wounding at ranges close enough for yawing. Edit: We'll call it Dmg 11d+2 pi++ by the Cole method, out to around 300 yards, pi+ after that.

Handguns

Not that the handguns will have the least impact on the kind of action that Raul might have to initiate, but Carillo was instructed to buy a few extra, of several popular kinds, in case some of the sicarios were unfamiliar with or disliked a particular model. Six Smith & Wesson M&P9C M2.0 pistols, four Sig Sauer P320 X-Carry pistols, four Smith & Wesson M&P 9 Shield pistols, four CZ 75 SP-01 Phantom pistols and two CZ 75 SP-01 pistols. Each pistol was purchased with two spare magazines. Six cases of Federal Premium Personal Defense HST 124 grain 9x19mm ammunition, a total of twelve hundred rounds, should prove ample.

Carillo was told to ask for holsters that will fit the guns and brings back eight Blackhawk Concealed Ambidextrous Shoulder holsters, four Uncle Mikes Sidekick Hip Holster with Mag Pouch, four Uncle Mikes IWB Tuckable holsters, two Safariland 578 GLS Pro-Fit holsters and two Hogue PowerSpeed Universal Holsters.

It's certainly something to consider, but from what I can tell, the security at the hospital is actually worse for Raul than would be the case at a police station. The UTMB TDCJ has a staff of correctional officers on duty at all times and there is a UTMB police force. It's a prison, a modern prison with what appears to be very effective security protocols and technology.

That and the fact that Raul doesn't have any specific intel on it make it seem like a very unappealing place to try a rescue from. Also, even if he succeeded, he'd still be in the same situation regarding extraction from Galveston, as there is still only one practical route off the island if you are in a hurry and don't have a boat. And the shortest route from the UTMB TDCJ Hospital to the Galveston Causeway actually lies past both police stations, the Galveston PD and the GCSO.

That is the problem with having such a person involved even tangentially. When large amounts of money get involved things can get dicey and sometimes the law takes a back seat to expediency. This is a very good point.

Of course, the kidnapping of J.R. Kessler's employee, Alice Talbot, took place on the 27th of December. No one aboard Penemue, neither Kessler nor any of his staff, knew that she had been kidnapped when it happened, at noon. She was not reported missing and no one was worried about her, not until she did not show up for dinner onboard.

At which point 'Aunty Genie', the cook, pouted a bit, but no one suspected anything out of the ordinary. After all, while it is impolite not to notify the cook that she won't be eating onboard, it's not like this would be the first time Alice had lost track of time and her duties as the assistant in the library aboard are fairly flexible.

More troubling was Alice failed to show up for a gaming session with her boss, librarian Alfred L. Lapointe, and a number of other crew members and friends, including the other PCs. While Aunty Genie, Kessler and other senior staff did not consider missing a meal a huge deal, Dr. Lapointe knew immediately that Alice would never be late for a game without letting the GM know, not unless something had happened to throw her into total disarray.

So, he called the other PCs (totally late for the session as well, totally usual in their case) and asked them to locate Alice Talbot. As two of the other PCs are Reserve Deputies at the Jefferson County Sheriff's Office, they could be expected to have methods of finding people. When the other PCs claimed they were actually involved in a case, one with more serious stakes than a girl who doesn't keep track of time, Dr. Lapointe fussed and fumed for a while, but eventually decided to use his occult knowledge to try to track Alice.

Long story short, the other two PCs found the six bodies that led to the huge investigation by Galveston PD and GCSO, and Dr. Lapointe got some information by mystical means which convinced him that Alice Talbot was really and truly in mortal peril and also narrowed down where she might be.

The PCs, using his description, and their own Area Knowledge, Occultism and a few other skills, guessed at where she might be being held, aided in no small part by the fact that a golem-like entity made of black mud fled the scene of the murders and ran through the streets of Galveston, to the Haunted Mayfield Manor.

And that set the scene for a climatic confrontation where the PCs defeated mud constructs and cultists and rescued Alice Talbot, who, mind you, might argue that she was quite adequately freed before they arrived, and had, in fact, subdued her kidnapper through the simple expedient of chewing through much of his throat.

And then the police arrived, but the PCs were able to smuggle out one of the cultists, said 'Gwen Delvano', conveniently rendered unconscious by a blow from a stout wooden staff, less conveniently having suffered a catastrophic magical mishap of unknown consequence. The PCs hoped to keep the police from finding out about her, as 'Nonc' Morel, the PC who snuck her out in front of multiple officers using a ritual designed to make them inconspicuous, was not mentioned as having been on the scene.

The official record of the incidents at the Seawall Walmart and the Haunted Mayfield Manor aimed to minimize the PCs' involvement, given that they were out of their jurisdiction and not quite acting within regulations, but with a kidnapper suspected of six murders in custody (albeit not talking, due to a bad case of chewed throat), no one was too worried about fine-tuning the reports a bit.

However, the PCs found out the next day, once they gave full statements (Kessler's influence allowed them to give brief statements the night before and rest [and coordinate their stories] before going in for formal statements) that the Galveston PD had discovered the probable dwelling place of the two men arrested as kidnappers and that the credit card used to pay for that apartment was in the name of 'Gwen Delvano'. No picture on the card and no description available, just the name.

As Alice Talbot had been rescued from captivity before Kessler even knew for sure she was gone, the application of his influence was not actually to have the police respond in full force. Kessler and his organization are involved, deeply, with many figures in law enforcement, specifically to be able to insert themselves into investigations of 'occult' cases.

Kessler had arranged for an attorney to represent Ronald E. Green, the acolyte cultist and reluctant accomplice involved, specifically in order to prevent him from disclosing any inconvenient details that conflicted with the PCs sanitized version of events. There are also psychiatrists from UTMB who are supposed to speak with the suspects, to verify their sanity, and these psychiatrists are used to arranging for rogue occultists to be declared quite unfit for trial and then housing them in deep, dark secret facilities where those who have tangled with the occult and lost are kept.

The PCs were probably going to convince Kessler to transport 'Gwen Delvano' out of the country, to an island in the Caribbean where Kessler can make people disappear without a trace. There, at a private facility designed to hold insane occultists, malevolent sorcerers and cultists of Things Man Was Not Meant to Know, they would have debriefed her extensively.

Raul's desperation measure, of anonymously informing police that 'Gwen Delvano' was being held on board the Penemue, which he did at some point after 22:00, but before 23:45 on December 28 (depending on how long he felt he needed to prepare for an ambush), prevented the PCs from making her disappear for good. It did, however, leave Raul with the problem of wresting her out of the hands of the police instead.

If he goes through with his plan, any version of it that involves a firefight and an armed seizure of 'Gwen Delvano' from police custody, all hell will certainly break loose. And yes, the authorities of Galveston County will certainly be most anxious to avoid offending Mr. Kessler, as he is known to lavishly support Sheriffs and Chiefs of Police he likes and to sponsor political opponents to run against Sheriffs or anyone else he dislikes.

But, in the first minutes after the first shot is fired, those reacting will be ordinary officers on patrol, dispatch personnel and the Sergeant in charge of the shift. Both Sheriff Henry Trochesset and Chief of Police Vernon Hale have gone home for the day and given the huge investigation that started at the end of the previous day, neither had slept much, if at all, for the past 36 hours.

They will be woken, but it will take a minute or more just to make that decision and it may take several minutes before they can usefully realize what is going on. And it's unlikely that anyone will consider political implications until at that point, i.e. after several minutes, by which time Raul certainly hopes he'll be well on his way over the Galveston Causeway already.

Chief Hale is new to Galveston (he's been there almost exactly a year at this point), having previously served as the Deputy Chief of Dallas PD. As such, he doesn't know J.R. Kessler personally, beyond having visited him once out of politeness (and because several officers recommended it). Sheriff Trochesset, however, has known Kessler since Troschesset was born and during his entire law enforcement career, has deferred to Mr. Kessler as a great friend of the county and the law enforcement community.

Indeed, while Sheriff Troschesset does not actually accept bribes from Kessler, he is personally loyal to him, grateful to him for a multitude of technically legal favors and all but incapable of considering that anything Mr. Kessler wants might not be in the best interest of Galveston and the GCSO.

It is, in fact, quite possible that Sheriff Troschesset would call J.R. Kessler immediately after being brought up to speed on the shooting, while he is driving to work, and ask whether the shooting might pose any threat to Kessler or his people, whether there was anything that GCSO might do to help and what Mr. Kessler would prefer be done now.

Not that Kessler wants anything done beyond just the most efficient and organized police response possible, to prevent further harm and avoid having Raul, his men and 'Gwen Delvano' successfully escaping. If it would help, Kessler can call Governor Abbot, who went to school with Mr. Kessler's executive secretary, Ms. Marchant, and who represented Kessler while Abbot was at Bracewell & Giuliani LLC.

Default Igor's Ambush Truck (formerly Kidnap and Coffin Vehicle)

Well, I know it's something like a Ford F-450, GMC G3500 Savana or a Chevy 3500, with about a 16' box. The truck would be a 2015-2017 model, in good condition, with as much power and handling as possible while still looking like an ordinary box truck. If necessary, Igor would have had access to any tools available at a garage in California where ethnic businessmen known to his employers renovate automobiles of uncertain ownership to increase their resale value and reduce the odds of arrest for anyone involved in obtaining these automobiles.

Igor would not have been averse to reinforcing and padding the inside of the box, as well as making any improvements practical to allow him to open and close the doors quickly and load his cargo even if he doesn't have help.* Igor had several weeks for such work while he was in California, at least 40 hours of week available to him, but obviously, at that time, Igor was not preparing the truck to be a sniper's hide, just a mobile prison and kidnap vehicle, as well as a coffin, corpse and mystical component mover.

Now, however, Igor is told to modify the truck to be used as a mobile firing platform. It's okay if there are no rear doors, because the truck will be used to stop a vehicle, drive 5.6 miles and then left behind. It won't be all that inconspicious at any point, because Raul estimates that there will be some damage to the truck from a crash (hopefully minor, however) and that unless everything goes unrealistically perfectly, the truck will be reported as the attack vehicle and followed by police cars until Igor disables any and all following vehicles.

Igor has Machnist-14 and Mechanic (Automobile, OS: Trucks)-14, as well as Mechanic (Heavy Wheeled)-13. Igor also has Freight Handling-13. He owns as many tools for these skills as he can practically fit somewhere on the truck, without leaving something dangerous within reach of anyone trapped in the box. Igor is given up to four assistants, one of whom has Freight Handling-12, Machinist-10 and Mechanic (Automobile; OS: Trucks)-11, and another of whom has Machinist-8 and Mechanic (Automobile)-8. Igor has an hour and a half, maximum, from when he is informed of this and until the truck needs to be ready, but Raul would prefer it if Igor could finish his work in thirty minutes, so he can have more time to reconoiter the probable ambush site and double-check the tactical assumptions Raul, Eduardo and Tomás make.

*It may be worth mentioning here that Igor is inhumanly strong, at least as strong as two fairly hefty movers.

The powered ramp may be a problem. Most of'em completely block, or nearly block the door when deployed up. They're also kind of slow to operate. I'm honestly not sure if it'd be easier to have a regular pll-out ramp and use that to push the coffins in. I assume this are more "wooden box" coffins, rather than the big steel ones?

Sheet foam insulation should work wonders for sound damping. Put about 6" of polystyrene foam up, which you can attach with glue or screws(glue wouldn't leave any holes for possible sunlight infiltration), and I bet you could have a disco party inside and a passer by wouldn't notice it.

Your typical box-truck isn't openable from the inside, so that's a pretty easy thing to handle. Like I said earlier, if you want to rapidly make it so, you can just remove the locking handle from the outside, and use some sort of means to secure it while in transit.

If possible, a few 55 gallon steel drums, filled with either water or sand could be loaded in the back as impromptu protective cover. I'd prefer sand, because it doesn't run out of the bullet holes as easy. You can bolt them to the floor or use load straps to secure them, and they would make a decent position to fire from. Well, as good as things are going to get in a wildly manuevering box truck at high speeds. Though the mass could help to prevent roll-overs, so that's a thing.

Well, I assume that you, like Igor, have professional levels of Freight Handling. Assuming that he sometimes needs to quickly open the rear doors to stow a kidnap victim in there, at many other times needs to move, load and unload several ca 350-600 lbs. coffin-like things as conveniently as possible and sometimes, but not often, needs to haul heftier boxes weighing up to half a ton into the box, what kind of set-up should he have?

And, follow-up, how does he adapt it or, failing that, remove it, in order to shoot out the rear of the truck?

Well, metal-reinforced wood, usually. 200-400 lbs. for an empty one. 300-900 for a full one, with the vast majority of cases involving a coffin-like object of approximately 600 lbs.

Sheet foam insulation should work wonders for sound damping. Put about 6" of polystyrene foam up, which you can attach with glue or screws(glue wouldn't leave any holes for possible sunlight infiltration), and I bet you could have a disco party inside and a passer by wouldn't notice it.

Very good. How about just removing a rear door or ramp? Does that take long, if you are willing to ruin the door and the loading ramp, and have a full set of tools that a mechanic might carry with him in a vehicle?

I assumed Igor had some hefty objects he uses as ballast. Frankly, it's plausible enough he might have several sandbags in there, for various purposes, mostly related to firmly securing a coffin by bolting, strapping and covering it with strapped sandbags. Igor doesn't mess around with the sort of things that he might be transporting inside those coffins.

honestly, It sounds like a good time and place for a block-and-tackle or similar pully system, as they provide the mechanical advantage to allow one man, even a superhumanly strong one, to move something in that weight range easily. And presumably without risking dropping it and having Count Chocula or whomever fall out. Now, you can also use the block-and tackle in conjunction with a dolly and a loading ramp(common on most moving trucks, it's a almost 3' wide ramp that stows underneath the truck's bed, and is easy to pull out and slide back in). The block and tackle may not be needed, depending on how strong Igor is: I can push a 300lb piece of furniture up a ramp, but 600lbs? That's a little worrisome. Of course, I'm like a ST12 guy with some Lifting skill. But some sort of pulley or block and tackle wouldn't be a bad deal. A few dollys and a hand cart are probably absolutely necessary.

A rolling door is the best deal here. You can rapidly open and shut it, it's not something they can open from the inside. Uh, either way, you might want to have some sort of thick light barrier curtain set up to avoid light infiltration, because you can't really insulate the doors that well to keep the sound in and the light out. It's not a huge deal: you'd be surprised at how muffled the inside of the cargo compartment is.

If speed is of the essence, I'd ditch the powered loading ramp. They're slow, loud, and you have to swing them down and swing them up before you can access the interior. Just too much of a hassle for rapidly getting in and out.

It takes longer to remove the door than it does to just remove the door handle. I've never actually removed the roll-up door from a truck(when I was doing freight handling professionally, we had mechanics who dealt with that, rather than our package handlers or junior management). But they're essentially like roll-up garage doors, and those are usually a head ache to deal with. For expediency's sake? Just remove the handle, attach some ratchet straps on the inside to secure it, and call it good. Takes two hours, tops.

Fair enough. Also, just kinda a goofy idea, but Igor or whoever in the back, could always roll out a barrel or two and let them smash into pursuing vehicles. Filled up with sand, one of those bad-boys should weigh around 600-700 lbs, and while I'm not one to dismiss the effectiveness of bullets, I've seen the damage a 150lb deer can do to a vehicle at speed, so a 500-600lb barrel hitting a police interceptor is sure to wreck it. Hell, it'll probably cause some mayhem on the high way, and that will work in your favor.

Also... I can't help but have a delicious and wicked joy in an Igor rolling barrels out the back of a fleeing vehicle. That's just too much nefarious fun for me to turn down.

Another possibility would be bags full of nails for tire destruction. If you have time to weld steel drums, you probably have time to buy large number of roofing nails to puncture the tires of pursuing vehicles. Even if they have run flat tires, they will experience a blow out if they continue the pursuit, as you are likely running away faster than the 50 mph limitation on such tires.

Just as an FYI the trucks that are used here and might be ones that Icelander has seen have the powered ramp doubles as the door. So to open or close the box all you need to do is to lower or raise the ramp. The device for which is usually located at the rear corner of the truck, I assume left rear is more common because of where the driver's door is. Or the driver has a remote. You can easily lower and raise the ramp while driving, I've done so because I forgot to raise the ramp once and it wasn't until other drivers in traffic pointed the error out to me that it dawned on me that it was open.
