Basic Set 407, the DR given by hiding behind cover appears in Basic Set 559

Basically you're prevented for targeting specific hit locations (unless the cover is transparent) and a location that is partially covered is attacked at -2.

That still does not make sense to me. Can you give an example of how it works?

Here are two examples that should make it clearer for you:

If I'm standing behind a wall that comes up to my belt then I'm in partial cover. You cannot target me below the belt (because that part of my body is blocked by the wall) and because there is less of me to target then you attack me at -2.

If I'm standing behind a thin bush then I'm in partial cover. You can see that I'm there but you can't target specific parts of me. Because of the shifting shadows and leaves (is it him or is it just a shadow?) then you attack me at -2.

You're hiding behind cover firing your pistol at someone. To shoot you back, they have to target your arm (-3) or your head (-5). Or, if we're just gonna do this simply, without hit locations, we roughly estimate "-4 to hit him" (or so).

How does the DR come into play? I find it amazing that I can't find solid rules for cover in the book?

Do you have the Campaigns book?

If you shoot at the cover then you subtract the cover DR and a hit location is chosen randomly.

I do.. but the cover part really make no sense to me...As I can't find the actual rules for it in the book. I looked through the attack section... the defense section..But no where does it lay everything out...I found the cover DR and such.. but thats not helpful because it does not seem to explain how it works. All the examples i see in the book have people standing in the open.

Where do I find a table saying its a -2 for cover that hides below the belt?

There is no "table" that says it's -2 for being partial hidden. It's written in paragraph form on page 407 like I said in the first response and you can find in the index.
