Jack McGee is a much better example of a relentless watcher enemy who shows up nearly episode, and even he bought a tranquilizer dart gun.

Yeah, in the 1960s he was a Hunter Enemy of Spider-Man, maybe the 1970s as well, but he did settle down to be a Watcher later. If Spider-Man were as much of a menace as JJJ claimed, of course, JJJ would be dead. I wonder how often someone pointed that out in the comics.
