That doesn't actually matter. Arranging extra customers out there is only valuable if those customers have an income source other than the mining company, because it enables money transfer from those other sources to the mining company.

Every dollar is spent more than once in an economy. The company pays the miners, the miners pay for necessities and luxuries, the people who provide them with necessities and luxuries purchase their own necessities and luxuries, etc.. Every dollar paid to a miner might generate six dollars of economic activity in the local community before its impact fades, if the company does not interfere in the process.

Where 'interference' would be 'trying to actually profit from it'. The company has no reason to care about the number of times the wages it pays circulate through the community.

Company towns rarely have the diverse and robust economy needed for real prosperity. Look at the USA, the agricultural and extractive industries do not even make up 10% of the US economy, but they not only support the US economy but also produce enough for export. In fact, we are abandoning fuel coal production because it is economically unproductive.
