My first guess is VDS as well, but as you note, there are lots of things it could be. From this very thread:

GURPS Armourer's Handbook (by unknown): while the title is known it's still 'vaporware'; might see a release near Vehicle Design. (Total hints: 2 as of 12/22/2015)

GURPS Bestiary (by unknown): March 19th, 2010: "the wheel turned another few degrees on GURPS Bestiary this week. It isn't just parked"; made more progress on 4/30/10; coming quite soon. (Total hints: 3 as of 02/19/2016)

Girl Genius Sourcebook and RPG (by Jason "PK" Levine and others): PK editing existing text and writing more, aiming for 2013 release as of May 27th; is on administrative hold. (Total hints: 2 as of 12/22/2015)

Unknown GURPS 4th edition conversion (by Jason "PK" Levine): probably unknown item in prepress as of January GURPS News; edited draft submitted as of March 25th, 2011. (Total hints: 2 as of 12/22/2015)

Unnamed Project (by unknown): A book about what to do in your vehicle (vs. vehicle design). Tentative titles: GURPS Vehicle Action or GURPS Vehicles in Action as seen here. (Total hints: 1 as of 12/22/2015)

Some of these were never things (that is, nobody was working on them, but they'd like to), but quite a few have been. There's also Matt Rigsby's unnamed project, which we haven't heard from since 2015.

The point here is that there are plenty of things it could be, other than Your Favorite Project, so I'd take it as a null point until I hear more.
