The current head of TIO:SegParapet is Colonel Liana Deca Vieira, ex-Brazilian Army Special Forces, who then achieved her rank in PAC Command Intelligence Corps.

Colonel Vieira is understandably resourceful, so she has a number of options available when she is needed to exercise lethal discretion, depending on the particular circumstances. She has applied codenames for the different brands of sanction, such as The Rod, The Roster and The Cooler Box. These names only apply for designated kill-missions, and each asset might be more generally known by a different term.

23a) The Rod- Palisade Strike Teams
For situations where Vieira wants to send a message that this megacorp is not to be messed with or where deniability of a termination is not paramount, she uses The Rod. Using The Rod means employing a Palisade Team, a squad of TIO paramilitary elite cyber commandos. They have access to top-line equipment and ware, they are highly trained, and they are fast, deadly and effective. However, they are a military solution, so they may leave a lot of bodies and smoking ruins behind. Vieira employs The Rod for local gang bosses who are becoming a nuisance to regional management, to recover lost tech or intel and terminate the thieves, to target guerrilla leaders that have been ambushing corporate convoys, and other such missions where it doesn't matter too much if anyone finds out who is responsible and where political or PR blowback is not an issue.

Palisade operators may be veterans from other militaries or they may be graduates from TIO's Gargoyle Project.

Thematic suggestion:
As a linking theme, how about we have TIO internal departments, projects and missions use architectural terms for their naming convention?

I've used SegParapet (with Portuguese seguridad=security), Palisade Team and Gargoyle Project here, but we can add series numbers (e.g. Gargoyle-9's) or other modifiers (e.g. Palisade Steel) if necessary.

TIO consumer products and facilities should adopt some other set of naming conventions though.

The Pan American Compact was formed in the mid-2060s, with the union of Uruguay, Brazil, and the Guyanas. During the 2070s, it expanded steadily bringing Colombia, Ecuador, and Cuba into the fold. It reached its largest extent, after the Union of Centroamerica joined the pact in 2083.

In the late 2080s, agitation by the rogue states of Bolivia, Venezuela, and Dominica and persistent low-intensity conflict took its toll, breaking Ecuador, Haiti, and Honduras from the pact. These days, PAC is faced with the same old problems; popular guerrilla armies spread terror against land-owners and the wealthy in the countryside, paramilitaries backed by the rich spread their own terror to cow the poor into silence, and narcotics help fund the whole operation. Corporations have only caused more trouble; as their own private armies pay little attention the politics of the situation. When a bomb levels a corporate office, the corporate commandos don't care if it was guerillas or the paramilitaries. The middle classes tend to rally around the corporations, because they tend to be caught in the crossfire of the paramilitary-guerrilla struggle and the corporations are seemingly the only group dealing with the situation.

Rogue states (including Honduras, Venezuela, Bolivia, and others) continue to cause trouble and finance rebels in the PAC. Hardliners (led by El Salvador, Colombia and Cuba) favor a regime change either through invasion or espionage, while moderates (led by Brazil, Costa Rica and Uruguay) favor diplomacy. Argentina remains a peer competitor to PAC; the Brazilian rivalry has kept them away from PAC, though they cooperate to contain the rogues. Paraguay has carefully balanced itself between Argentina and PAC, which has brought favorable trade and wealth to its country. Peru remains receptive to relations with PAC, but a strong presence of Japan Inc. in the country has been the main stumbling block to closer ties. Chile favors relations with PAC, but has ruled it out for the foreseeable because it is too far away.

These sweet, crunchy and spicey sticks are traditionally fried in filtered bioil though many variations exist today. Popularity has been high enough that Biodyne produces a specifically formulated vat grown mystery meat product line, sold with a more appealing name of course.

Sex, drugs, rocknroll and anonymity. The faceless mass of commuters garbed in acid rain ponchos, smartshades and smog masks sometimes hides a chaotic party know as a Rish. Concealed in the most common and bland examples of commuterwear the Rishen sync their personal entertainment devices to a single source, spray the same drugs on their smog masks and party amongst the rush hour masses.

Jaqing
Hacking drones, removing inhibitors and racing for speed or endurance through the crowded streets. Oddly a win in the sport is gained by getting the hijacked drone back to it's original start location and erasing the signs of the hack.

Luceria run
Using a random algorithm to merge all of the available "skins" of a single system while navigating as much of an internal network as possible this is a modern hacker vision quest or sometimes just a fairly extreme form of entertainment. Often combined with sleep deprivation and hallucinogens advocates claim the experience provides insight into the "psychology" of a system and grants them a "feel" for identifying exploitable flaws. The prolonged exposure to a nonsensical and bewildering array of sensory inputs is certainly a memorable experience.

The security director, Colonel Vieira, has a second option for eliminating certain persons when necessary, but this option is only employed for high-value, hard-to-hit targets where a high degree of deniability is necessary.

23b) The Cooler Box - Esperance
The Cooler Box is a 1m x 1m x 0.5m, 90kg, protected-console case with external cryopumps, containing a non-volitional AI named Esperance. PAC Command Intelligence believe Esperance was stolen by the Argentine Army, or possibly Bolivian militia, but it is actually ensconced in a secure vault in Copa-C to which only Colonel Vieira has access.

Esperance is a deep data mining expert system that applies multivariate analysis to discover unlikely solutions to intractable problems with high dimensionality in the geopolitical sphere. More simply, it generates a kill-strategy for a strongly protected high value target. It can balance parameters from budget, trust levels of employed assets, likelihood of discovery or security response time, to things such as the possible moods of the target and their associates. Favoured MOs are death by apparent accident or orchestrated acts of random violence, but will offer more direct methods if the security profile is too tight.

When needed, The Cooler Box brings the cryopumps down to a working temperature of -173°C and Vieira connects it to the outside world so it can gather data on the target. It may take days or weeks to construct a mission profile, which Esperance then displays with animated flowcharts, step-by-step scenes and personnel cards. Esperance can offer the least likely of assets to employ, such as unknown street operatives, comprimisable insiders or desperately indebted nobodies, as well as professional assassins, and can find the singular weakness in a target's personal defences. A mission profile may contain a huge number of steps and actors, all directing the target into a vulnerable position. This might include traffic blockages, pollutant spills, collision with a jaqqed drone or even staged riots, if necessary.

The only problem is that Esperance may be too good, and too many perfectly executed random deaths may attract the attention of PAC Intel, so Vieira is choosy about which missions she goes to The Cooler Box for. Esperance may have trouble if it has to counter similar expert systems set up for controlling a target's security or analyzing suspicious network traffic, which tends to make the very highest rank of targets difficult or impossible to attack.

There is another problem that Vieira is starting to notice. She suspects that Esperance is beginning to ask more questions and follow-up queries than really necessary when discussing the mission parameters. Is Esperance displaying growing signs of loneliness?

Answer 30.1 [STG] - The MASTER Project

Esperance was created by Dr. Nicolás Ruiz Reyes, a noted expert in the field of AI, along with a team of assistants. The AI was created as part of the MASTER Project, an ambitious project to create a series of high-level expert systems to aid in day-to-day operations of the PAC. This ambitious project had purchased a number systems from General Analytics, including a number of systems larger and smaller than the 1m x 1m x 0.5m form factor. The entire project operated out of a research compound deep in the Amazon.

Esperance was the first of the AIs that were to be constructed. Plans indicated a dozen more AI were to be built, including an economics manager, a intelligence gatherer, a cyberwarfare system, a supervisor, and others. There were at least three times as many systems than AIs planned. Recovered correspondence indicates this was for spares and prototype testing.

Esperance was recovered by TIO during a raid on the compound. TIO had received some apparently false intelligence that indicated that the compound was conducting reverse-engineering on TIO's products. Only one member of Dr. Ruiz's research team was captured, who promptly killed themselves. No systems were recovered by PAC, and TIO had noted one of the systems was unaccounted for...

Answer 30.2 [STG] - GA Rationalist Series

The GA Rationalist Series is a is a line of supercomputers designed by General Analytics after the restrictions imposed in the wake of the Raphael disaster. The GA Rationalist Series is primarily intended for use with AI, but has occasionally been used for other purposes where price was no object. The GA Rationalist Series has two key design differences compared to systems from before the disaster:

1) Cryogenic operation: In order to ensure that the system does not and cannot operate without user permission, the system may only operate at particular temperature levels. The temperature control is handled by a microcontroller isolated from all other systems and only operable through a physical keypad interface on the box. There are three modes of operation: Secure off, where the computer is at too high a temperature to operate (-80°C to -140°C). The system remains at a subzero temperature to ensure to damage comes to the system while off (-200°C to -190°C). Isolated, where the computer is at a low enough temperature to operate but too low for the external interface to operate. This mode of operation is advisable while an AI installed on the computer is doing lots of "thinking", and has no reason to poll for further information. Communicating, the computer and the external interface are at a low enough temperature to operate (-180°C to -170°C). This mode automatically returns to isolated after three hours with no user input, to ensure that the user does not accidentally leave the computer in this mode. Cryostatic operation is not used solely for security; superconductors and other components require a low-temperature environment for normal operation.

2) Hardware nodal operation: Unlike many systems from before the Raphael disaster, the GA rationalist series has computation nodes organized at the hardware level instead of virtual hardware nodes organized at the software level. The long and the short of this is simple; without a steady supply of hardware, it is impossible for an AI to create more nodes than the number given to it to begin with (more nodes could be created on previous systems if the AI were to optimize nodes to a smaller load and then create more nodes in the free space). All the AI can do is reassign nodes from one purpose to another. Other advantages of this process include the faster processing and lower operating system overhead.

The GA Rationalist Series has a very active open source community. Much of this is spurred on by General Analytics itself, as a wide variety of free software drives sales of the systems. The software side of General Analytics is growing increasingly frustrated with these developments, and may take action at some point in the future...

Esperance is obviously not open source software. It runs on the GA Rationalist 4350 - Spinoza, a fourth generation system introduced in 2096. It was discovered recently that the cryogenic microcontroller had a flaw in its design that accidentally left a functional radio receiver on the device. Colonel Vieira doesn't know...

Answer 30.3 [STG] - Similar Systems

Most governments and corporations have at least considered the possibility of using expert systems to explore decision spaces for optimal choices. There even exists open source AI designed for use with manufacturing, financial, HR, and other similar decisions. Most corporations and governments have large programming departments that tweak the AI for specific purposes.

Kill-Strategy analysis, on the other hand, is not a common application for AI, and is obviously kept secret. Most of the great powers have at least one AI that could be used for such a purpose, but many do not consider it sufficiently important to dedicate a whole AI to this purpose. PAC's project would have been somewhat unique in this respect.

Counter-Kill-Strategy analysis, is something that many corporations and countries consider to be very important though. In the United States Government, there are at least 3 systems that are operating for this specific purpose; one with FBI for witness protection, one with the Secret Service to protect the president and other leaders, and one with the NSA, for a classified purpose. Many other countries have one to protect other key individuals. Counter-Kill-Strategy analysis is limited, however, and can sometimes fail. Other times it identifies targeted individuals who are not under any kind of protection. Usually, they are left to die as protecting them may reveal flaws in the AI.

Mateo Soto was either abandoned as a child or severed all links to his family at a young age. The first concrete evidence of his existence is a report by a talent scout identifying his football talents as a center forward in Cobija in northern Bolivia. A charismatic and tireless player his boundless energy made up for his somewhat small stature.

By age 17 he was studying electrical engineering and the star player at the local university thanks to a football scholarship. Over the next few years he played in many clubs throughout the continent his charisma and gregarious nature left him with many connections.

While recovering from a ligament injury he was tasked with assisting in helping with the then prototype wearable sensory recording equipment for the players. Dusting off his electrical engineering degree he decided he could improve on the clunky setup the media company had provided, and with the help of some of his contacts he did just that. He then signed the deal of his life when he allowed his improved recording rig to be used in exchange for a cut of the distribution rights.

This coincided not only with the roll out of the 7G cellular network across south America but also the 2038 soccer world cup. Helped out by his involvement with a low cost smartphone type application to play the sensory recordings Mateo Soto became a billionaire by the age of 26. Mateo was dead by age 41 completely out of his depth in the world of the ultrarich. He left behind the company that would become TIO, three legitimate children and at least eighteen other children that he had acknowledged as his.

Corporate literature spins Mateo as the poor orphan boy who worked his way to the top with smarts and determination while tell all biographies focus on his over the top party boy lifestyle and supposed use of cartel money to kickstart his dream.

The current CEO and majority shareholder of TIO is one of Mateo Soto's many children. (46 - 70 years old)

English is everywhere, having been the language of business for quite some time. It has picked up a LOT of jargon and idioms, and people will often specify a technical or social community whose terms they are using.

Andean Corridor and Macrofacs

TIO is of course involved with many big and small engineering projects to a greater or lesser extent. The biggest is the inner sea project in Austrailia that hopes to bring life back to the dustbowl that was inland Queensland. But the project they hope will give them the edge over their local rivals is a combined infrastructure corridor running down the west coast of the south american continent between the Pacific and the Andes from the Panama canal to Cape Horn.

TIO already owns either the rights to build or the land itself along much of this length due to their existing ownership and purchase of several local Telecommunications, pipeline and railway/maglev companies. There are ongoing issues with small groups that are resisting the purchase of their land. Some governments are also dragging their feet when it comes to passing nessicary legislation. Needless to say TIO is willing to apply a considerable amount of pressure to get what they want.

The payoff will happen when the Antarctic begins development and TIO has more control over the movement of data, people and resources to and from Central, North and South America as well as within South America. While other infrastructure exists TIO expects to have the only unified and modern network. To help this happen TIO has "invested" in the "Colonise" political movement.

Recently TIO has begun a far more secret engineering project to support the Andean Corridor. Several huge Fussion(?) Powered submersibles have been purchased from Morgan Oceanic and are being refitted as "Macrofacs" These are largely automated factory and infrastructure support ships that will allow TIO to establish ports, infrastructure, processing plants and all the other requirements of a profitable city on a new continent. The Macrofacs are designed to do this, Fast.
