Default Inate Attack -- do you need hands?

As the subject line suggests, does the basic Innate Attack assume you're using your hands or not? Should you take a Temp Disad modifier if your attack requires both hands, as compared to say an IA that manifests from another, less-used, body part?

Innate can fire from ANYWHERE you choose, so hands are not required. You could belch out your death ray, if you like.

Innate Attack assumes nothing. You're supposed to specify where the attack comes out and stick with it without a modifier that lets you change it. I don't see what the temp disad would be for.

Nah it's probably more appropriate to use "Requires Gestures, -10%"

I would normally use that, but when making gadget weapons, I usually use 'Nuisance Effect; Must be turned on -5%' and 'Temporary Disadvantage: One Hand OR No Fine Manipulators'.

You normally do have to decide where it comes out from. You can use Cosmic to negate that.

Innate Attacks that simulate longarms would seem to me to require both hands be occupied, and one like a pistol has one hand occupied, whereas with, say, a gaze attack you can still hold your sword and shield while making the attack.

Each of these seems a different level of inconvenience to me.

It requires you to stick your head out where it can get shot off. Blind firing blasts from your hands only risks those hands, and blind firing with a gadget risks no actual body parts.

Not really. They'd be penalized in accuracy but it wouldn't be impossible to fire them.
