[Low-Tech] Crossbows and Rated ST
The Bows, Crossbows, and Rated ST sidebar on p. 74 implies that there are material-based limits on the rated ST of a wooden crossbow:

Maximum rated ST for a given crossbow build is three times the minimum rated ST. Same for regular bows.
This was an implicit rule assumption that simply wasn't made explicit enough since the rule passage only refers to melee weapons. (Conversely, chances to hit enemies being changed by SM was only explicitly tied to ranged attacks and grapples for a long time.)

For the crossbows in Basic, it's 7 for all three builds. I don't have Low-Tech for a comparison.
