Yep, my mistake. That's probably just Trigger, Very Common, -10%.

My first thought was that Triggers are consumable, which isn't the case for the rope here, so maybe just Environmental (there has to be a rope in the vicinity). Powers has "Requires Material Components" as -10% as part of its list of sample fantasy modifiers, but it doesn't say whether those components are consumed. Same value in all cases, so just pick the name you like the best :)

Then I read the text for Trigger, and while the examples are things like doses of a drug, the description for Trigger doesn't actually say that your item gets consumed when you use it to Trigger an ability. On the other hand, there's no extra discount for "consumable Trigger", the way there is for an illegal one, and it seems like that would have been an obvious variant if Triggers weren't expected to be consumable. So, just to double check my initial thought: are Triggers in fact consumed when you activate their ability, like a drug, and so you might run out? Or is it just stuff you keep around all the time, in your pouch of mistletoe, fingerbone from a convicted criminal, 5000 gp diamond, and other miscellany?

I think the the consumable interpretation make a lot more sense. Otherwise, you could simply re-use a one-minute trigger indefinitely. For some powers, having to re-activate once a minute is a downside, but for most, it'd only be a minor inconvenience.
