Uncontrollable only modifies the cost of the base advantage, not the template, so Naruto only saves a few points each form. The ability to turn into a nuclear weapon is still really, really powerful.

Once Naruto has entered 4th-tail mode, the ninetails overtakes him and the transformation is no longer controllable. Once this happens, he gradually sprouts more tails. When he reaches nine, he dies.

Ninjutsu template for powers, tentative (-20% base)

Requires Hand Seals (both hands, -10%)
Requires Skill Roll (Jutsu skill is a technique of the Ninjutsu skill, DX, -10%(see Skills for Everyone, Powers 162))

Hand seals seem like they should be a DX skill, but then academic knowledge of the subject would have to be a different skill, unless we allowed changing the attribute a skill is based on for different uses.

Ninjutsu skill: IQ or DX?

While forming hand seals is coordination, IQ also seems to play a part.

I would suggest using IQ for the Ninjutsu skill and the Genjutsu skill and DX for the Taijutsu skill and the Bukijutsu skill. You might want to think about having each of them being a VH skill, with Ninjutsu, Genjutsu, Taijutsu, and Bukijutsu serving as core skills for systems of techniques. Each category of Ninjutsu or Genjutsu would function as a Path and each specific technique being purchased from a default to the Path. Taijutsu and Bukijutsu would be a bit more complicated, but I think that each style (such as Eight Trigrams or Kenjutsu) would serve as a Path and each specific technique being purchased from a default to the Path. Each Path would serve as the level for the skills associated with that style.

Some jutsu (Henge, Bunshin, Amaterasu) would be based on the core skill.

This project is moving ahead. We have the beginnings of a jutsu system, and that was onw of the most important steps.

To summarise: Apply Jutsu power modifier (-20%), remove inconsistencies, redundancies and incompatible modifiers. The skill a jutsu is based on depends on type: Nin, Gen: IQ, Tai: DX.

EDIT: Once the project is complete and compiled into a document, I plan on crediting every contributor. Naturally.
