Marvel owns these characters. I'm sure USAopoly had a list of characters that they wanted to license, and Marvel came back with a dollar amount for each character.
If a bunch of people pooled their financial resources and approached USAopoly with a request, backed by said resources, they might make another request of Marvel again.
Marvel itself has to make these kinds of decisions when they are planning their big crossover plots for all their titles. Some characters just aren't going to make the cut - one of those characters may be your personal favorite.

Licensing is not typically done a la carte; you get access to a certain portion of the licensed property and going outside that portion requires a separate license (or just can't be done). You don't have a menu that says Professor X costs this much and Peter Parker costs that much; it's nowhere nearly that finely divided.

And no, USAopoly won't be taking crowdfunding to source more licensing. That's not remotely how this works.

The gist here is that there needs to be X-men Munchkin 2 or a 4th, 5th, and 6th Marvel Munchkin to pick up the rest of the family, like Fantastic Four. My friends and I just played X-Men Munchkin last weekend and the unanimous vote was "This was the best version of Munchkin." Y'all turned out an AMAZING product here and you have a built-in fandom for both SJG and the Marvel/Disney properties. A DC version would be nice, but good golly did y'all do amazing work with the Marvel and X-men. I'm telling everyone at my LGS about this and we're doing a game session next Sunday.

More Marvel expansions would have to come from USAopoly; they have that license, not us.
