At best a Quirk level Secret (Committed Past Crimes). Just to give something concrete to the backstory.

Unless the GM is really likely to try to work the character over those crimes. Secret is meant to cover current activities that aren't covered in other ways, for instance Secret (Alien Life Form) which is replaced with a Social Stigma (or Enemies) once the fact that your're an Alien comes out.

If you want these past crimes hanging over you like the sword of Damocles, then expect that evidence was left at these crimes (enough to connect to you solidly if found (like fingerprints which aren't on file with the localities, eyewitnesses that just don't recognize you on tv, etc)) and someone is still (albeit inactively) pursuing justice over them. In other words, old crimes that at any time you further mess up (you return to the area so a former victim recognizes you, or your fingerprints are added into the local system, etc) you will get nabbed.

Wow, a team of villains, that explains the Bond villain nature of the character. I would caution how you present the character to Wiccans though, the hundreds that I have known throughout the decades would really find her insulting.

I don't think it's a stretch to say that, at some point, she will gain Enemy (Wiccans). Frankly, she might even offend Satanists ....

Well yeah, practically all those who have high scores also happen to have what we would consider some serious mental disorders. Directly from some of their sheets:

Cybersecurity expert: Obsession (Hack the world); Pyromania

Mixed martial arts fighter: Bloodlust; Code of Honor (Bushido); Gluttony; Impulsiveness; Lecherousness

Violent teen actress: Bad Temper; Bloodlust; Callous; Obsession (Prove to be the best fighter)

Elite Marksman: Loner; Obsession (Find ancient artifacts); Secret (Treasure Hunter)

Aristocrat bioengineer: Megalomania; Obsession (Become a goddess through the use of biological weapons to orchestrate an apocalypse)

The weirdest one is actually the bioengineer, because somehow she managed to develop a kind of giant fire ants WHICH take her for their queen.

A very poor Reputation from Wiccans would be a good start. At least -3, and often.

If it became known to the general public that she wanted to make herself into an incarnation of a deity, I think that someone as well known as her would suffer lose her positive reputation and gain a negative reputation from everyone, everywhere. In addition, she would also probably get enemies in the form of Christian extreme fundamentalists, as they would very much love to kill off such a prominent witch.

From my layman perspective, I believe that the proven (somewhat) effective nootropics are stimulants (ranging from caffeine to amphetamines). Non- or controversially effective nootropics, really not sure that these are particularly addictive and/or illegal. I would remove the Nootropic addiction completely. Being a speed-freak should be enough on its own.

So if she is actually leading a coven, her only intent in the future is to spread the wicca religion, and her final target is to institutionalize a non-organized religion taking the position of some kind of messiah, prophet or incarnated goddess as a face of leadership to show to the believers, she gains a negative reputation with all of them no matter what? So that would be one hundred million dollars for ten million viewers... Wait, did you succeed? Cheers! Now please add Reputation -3 with all wiccans to your character sheet. Congratulations."

I don´t think that´s fair. It may be fair if the roll critically fails or something (On a critical failure, the
concept seems treasonous, sacrilegious, or cowardly; this reduces the agent’s Reputation by at least 4 levels (from +2 to -2, for instance)). As precedents there are things like such happening with organized religions everyday, with preachers stealing hundreds of millions of dollars from their followers: Woman Christ.

Maybe some extreme fundamentalists will bother with her, swapping out the current enemies with new ones, or she could change her current Reputation down by four levels over a critical fail, but I dont think that good rolls should be rewarded with disadvantages no matter what?
