I guess it depends on big this project is allowed to be. A city sized R&D facility like the TV series Eureka, or the Manhattan project would allow most of the workers' needs to be supplied by looted resources.
But anything smaller would need loads of laundered currency, I agree and retract my initial hyperbole.
