Having an on/off switch with a timer would be an Accessory at most, and not 100 pts. You'd have to give them some way of "blinking" their hardware too.

True. If they are bound to some sort of hardware I'd just give them Alternate Form when they "turn off" as well as Reprogrammable (External Controls) if it's easy to shut them down.

For technological entities, I was thinking of free-willed "net spirits" or similar cinematic cybernetic entities which can "vanish" into a global computer network. Alternately, they might be software-based entities who have multiple backups across various computer networks and who can make backup copies of themselves at will. That allows them to"come back" as long there's at least one extant version of their program available.

This depends a lot on the setting, I guess. The Matrix's agents (Agent Smith, et al), for example, would be better modeled with a form of Unkillable.

On one hand, I'm going to say that Time Jumper seems to provide everything that was originally asked for. I don't see that Void Jumper is actually required.

On the other hand, I'm also going to say that in Powers: The Weird, where I wrote up Void powers, I made them all Cosmic. They require that you treat nonexistence as an alternative form of existence, one that can displace or overpower existence, which seems both to transcend normal abilities and to function in any possible realm of existence. Being able to jump into the Void and jump back out seems to have similar effects. So I might allow the Void Jumper trait as a Cosmic variant of Jumper.
