I'd go with Chameleon as my base. Extended for Radar, default IR and a limitation for not visible spectrum.

Huh, somehow I had it in my head that that wouldn't work, but it does. According to the advantage description, "not for visible spectrum" isn't actually a limitation, you can just pick another type of vision or Scanning Sense instead of normal vision. Also you want the Dynamic enhancement from Powers so it doesn't matter if you're moving or not. So a stealth hull is going to be Chameleon (Infravision; Dynamic, +40%; Extended, Radar, +20%) [8/level]. Take one level per level above TL6. If you also have a Dynamic Chameleon hull, add a level of Extended to the first two levels of Chameleon to cover normal vision. A Dynamic Chameleon hull without a Stealth Hull is of course Chameleon 2 (Dynamic, +40%) [14].

Temporary Disadvantage: Increased Consumption sounds like a much better deal with Costs FP, at the rate which starvation loses you FP.
