No, not the Penguin, unless it's an obscure Elseworlds variant. None of his technical umbrellas had anything that couldn't be replicated with regular technology. Whoever this is seems to have access to or at least knowledge of hyperadvanced tech.

This would be easier to narrow down if we knew the medium involved.

Okay, forget the TL6 part. I was having trouble determining the Tech Level because the setting in the source material is a patchwork.

The setting has access to some technology far in advance of the general Tech Level (which actually maybe should be more like TL4, I'm not sure); but that technology is not really understood. The character has access to -- and understands -- even higher tech.
