Default INWO Blank Card Fronts?

More specifically, the INWO blanks were packaged in clear cellophane - in much the same way the cards in a set of Munchkin Dice are now. This meant that a slip of paper had to be inserted in each pack to provide a UPC code, product information, and all that stuff. As it turns out, the required information did not completely fill up the front of the card. So, the company got creative with that extra space by printing one whimsical use for blank INWO cards on each slip.

There are a total of 50 such ideas. #23 reads, "These cards lose their radioactivity only in the presence of open flames. Convince others."
