Blast-Penetration Warhead ?

Quite a few ASM uses either (in military jargon) a "Blast-Penetration Warhead" or even a "Penetration high-explosive blast warhead".

Now, these different nomenclatures probably means the same thing, but how would you treat these warheads in GURPS terms ?
Are they normal HE warheads ? SAPHE ? APEX ?

HEAT perhaps ? But the WDU-20/B for the AGM-65A/B/D is called "Shaped Charge Warhead", while the WDU-24/B for the AGM-65E/F/G is called "Blast-Penetration Warhead".

I can't find anything specific. My first thought was also that it was a Shaped Charge or Explosively Formed Penetrator, but that doesn't seem to be the case. It may simply be a heavy explosive designed to overcome armor through brute force. I'd call it HE or SAPHE (effectively the same thing, just fused fused differently).

The description of the AGM-65E/F/G sounds like APEX to me, a heavy penetrator with an explosive payload.
