Penny Arcade card...

I emailed about this and was told to post it here (really annoying by the way to have to do that. What's the point in having an info email if you don't get information!)

I bought the penny arcade add on awhile back. I am still confused
about the "but there's still no cake" card.

What is the charity phase? how do you use this card properly?
