That's really not a good pricing strategy. "Powers" aren't priced only in comparison to each other, but also to all other traits - attributes, skills, and non-"power" advantages.

If all "powers" only work during the night under a new moon, but cost full price, they're ludicrously overcosted compared to 'mundane' traits.

Just a question for anyone to answer. Has anyone done a GURPS version for the Archetypes and Avatars in Unknown Armies? if not, then I'll just open up another thread.

...Except that if you want that to be the case, you need to add it in independently. Abilities that can and can't be imitated by equipment are thoroughly intermixed and the books don' t differentiate. (And can't, since they don't know what equipment and drugs exist in your setting.)

I find it very easy to compare - in both cases, you're putting a Limitation on all Power-associated Advantages. I don't know what the distinction you're drawing is.

This can work, but as with Ulzgoroth, I'm not comfortable basically charging everyone with such powers a hidden Unusual Background. Consider a setting where the only way someone can purchase DR as an Advantage (armor works fine) is with the Tough Skin Limitation. Would you simply charge the full [5] per point of DR, rather than apply the -40% for Tough Skin (reducing it to [3])? In a setting with superheroes who all share the same -10% Power Modifier, do you just leave off the -10% and charge everyone full price?

Maybe. After the End does it that way canonically. It just depends on the setting and the campaign.
