But the modifier for the Melee Attack of the carrier applies to the cost of the Follow-up Attack, so it is effectively the same thing.

Well, it's still useful if you want to link them, as there is no other way to link it to an unarmed attack (and a follow up attack can apply even if the carrier does no damage, though it does not ignore DR in that situation).

But there is no reason for follow-up Binding. A link could work, but linking Binding to unarmed attacks is a bit odd (it would only cost 1 or 2 CP in most cases though). I would actually have it function as a Perk (one level for every 1d unarmed thrusting crushing damage, rounded up, for Link, +20%).
