Are HT rolls modified?
Is there negative modifiers to consciousness rolls?
I may have missed something. This would explain Hard to Kill/Subdue... |

If you are in very negative Hit Points there are penalties. Also, Hard to Subdue gives its bonus against the stun/knockdown check (because failing by 5+ knocks you out), and there are large penalties on those for some hit locations. Also, it will work against knockout gasses, and the like, and those often have penalties.

Yes.
-1XHP -1 consciousness rolls -2XHP -2 consciousness rolls -3XHP -3 consciousness rolls -4XHP -4 consciousness rolls -5XHP -5 consciousness rolls (for those with unkillable) -6XHP -6 consciousness rolls (for those with unkillable) etc.... As GM you can apply all kinds of penalties to consciousness checks. Off the top of my head, toxins, illness or intoxication would all be something I'd apply a knock-out penalty for.
