TK not only can plant evidence, it can let you adjust the scene by moving things around, perhaps where certain things fell, etc. Illusion is another trick, though limited to on site examination only and is probably most effective with the Mental modifier.

Another one:
I'm not sure if the ability's description is the best match, but a kind of Visualisation that allows you to properly arrange all the forensic details to exactly match a desired scenario- things like blood splatter going in the right direction, powder residue, disarranged furniture and so on.

The effectiveness would be based on how closely the investigator follows the procedure your anticipating. So if they have unorthodox methods or even powers that weren't accounted for that would count as differing circumstances.

One thing to keep in mind is whether the forensics team has any kind of power that can analyze what other powers have been used. If the person attempting deception lacks No Signature on their powers, the forensics team will have a chance to detect this as a clue that things aren't quite as they appear to the naked eye. Depending on the setting the power signature left may even be used as evidence against the power user.
