For a tech based solution I recommend The Arrow of Progress by Kelly Pedersen in Pyramid #3/96

What I've done with trick arrows is use the 18.5mm/12 gauge warheads from UT. Note that with the TL9 warheads, you don't need Gadgeteer, as you can invent TL9 gear at TL8 for double the cost with the right Engineer skills, plus the right Armoury, Electrician, Electronics Repair, Mechanic, and Chemistry skills. I'd even consider using the Inventor! wildcard skill, along with a Quirk stating "Inventor! Limited To Arrows".

To pay for them, I've always considered two levels of Signature Gear (Consumable) from Supers is enough to cover the arrows and replacements. You'll still need the facilities to make them, but given that -- unless you're doing superscience warheads like the Pym-particle enhanced "thousand arrows in one" arrow or Silver Age Green Arrow's canine-seeker arrow -- most of the designs are already in existence somewhere and just need to be adapted, making them Average complexity inventions
