Lydia system expansion IMTU
I've been fleshing out Lydia for MTU. (Lydia/Glisten (Spinward Marches 1733) - 1107 Imperial
http://wiki.travellerrpg.com/Lydia_(world) There are 90,000 people living in a cavern city on a vacuum world, with a tech level of 7 not quite up to maintaining the life support equipment from the mining colony days, before the silver ran out. As I see it, society on Lydia is obsessed with the fact they are one major systems failure from extinction. The Knight is a disgraced scion of some wealthy family elsewhere in the Marches, who was married into the technocratic ruling family. A classic case of trading money for rank, plus getting an embarrassment out of the public eye. No one admits to knowing exactly what she was disgraced for, and they are vague about what off-planet family she is from. Mentioning these questions is in very bad taste and just not done publicly. She has gotten seriously into her role as the planet's representative and liaison with the outside universe. One of her concerns was the complete lack of an off-planet capability. They can't afford a proper defense, trade, or utility fleet, but they should at least have *something*. Something has turned out to be a couple of modular 90-ton multicutters. Don't call them "barges" around Lydians. Available modules are two fuel skimmers, two laser weapon pods, and a firefighting module. Don't ask how or why they got a firefighting module for a vacuum world. This give the ability to maintain, or at least access the leftover orbital infrastructure, send out rescue missions, skim fuel from the gas giants, divert asteroids, and at least pretend to be able to defend themselves from pirates. When not gathering unrefined fuel for the starport (such as it is), it is skimming fuel to be converted to water to bolster the supply for the cavern's life support system. There are about 10 people sort of trained to operate them. Costs: 11.2 MCr multicutter 5.9 MCr Fuel skimmer 5.9 MCr Fuel skimmer 6.3 MCr Weapon pod – laser 6.3 MCr Weapon pod – laser 1.27 MCr Firefighting 37 MCr new, 410 credits cost per capita, 41 credits/year per capita expenses. Out of 1144 per capita income overall. Ouch. Let's say they were bought well-used, so half price, 18 MCr new, 200 credits cost per capita, 60 credits/year per capita expenses (+50% for maintenance). So 5% of the planetary economy? May have to rethink this. Misapplying the Trillion Credit Squadron naval budgets rules gives a naval budget of 200 Cr per capita, which seems awfully high (20%!). I must be screwing up my figures somewhere. Given all that, it is likely that in practice they are doing well to have one of each operating, with the other down for maintenance or because of parts robbing.

Would Lydia even need a "fleet"?
Wouldn't it just be cheaper to hire some star mercs? IMO, Lydia could be the center of an interesting campaign. While the people try to stay alive, the noble tries to persuade Imperial Services or Corporations to invest there. "When District 268 is opened, Lydia will be a great stop on the route from Glisten to the Darians and the Sword Worlds."
