Yes, you can put limitations on basic attributes.
For example; you treat Strength as a leveled advantage that costs 10 points per level, you then apply the limitations and enhancements as you would normally for any other advantage.

IIRC there's some talk, either in GURPS Characters or (more likely) in GURPS Powers, about the problems this can cause, but it's not in principle a failed idea.

Dungeon Fantasy even uses limited ST for the barbarian power-up Great Rage (GURPS Dungeon Fantasy 11: Power-Ups, p. 19). Again, if the players are given free rein of limited attributes, it can cause issues, but as a GM controlled thing it can work without issues. Of course, caveat emptor.
