I agree with retuning the max wounding for body hits, but this I vehemently disagree with.

Penetration factors apply to all kinds of things. Steel, kevlar, leather, sandbags, stone, glass, force fields...the things that resist them are specially hardened armors. Not meat. There's no reason for meat to be especially good at stopping armor-piercing bullets.
